Recently, I found leads that an organization named Koperasi Pendidikan Malaysia Berhad (KPMB) might be engaging in scholarship scams or most notably, “legal scams”. This post contains leads as to why Koperasi Pendidikan Malaysia Berhad (KPMB) is suspicious due to simple logic and public statements.

What happened? 🔎

A message has been spreading around on WhatsApp. Parents would be notified that their child has been selected to undergo a “scholarship program” by Koperasi Pendidikan Malaysia Berhad (KPMB) despite them or their parents not registering for this “scholarship program”. They would also rent rooms from University Malaya (UM) and use the official government logo (with changes) to make themselves seem legitimate. Below contains the PDF and the message the parents get.

Why does it trigger red flags? 🚩

1. No public statements were made.

When government services or a “Koperasi” itself host a “scholarship” program, it would be made public on the news and they would have news articles about it. Moreover, an official announcement date will be announced.

2. No notices were made to Kementrian Pendidikan Malaysia (KPM).

The agency itself contacts parents with their full name (according to IC). However, multiple teachers had pointed out that they weren’t informed about this and advised students not to go.

My principle (Pengetua) that works at Jabatan Pendidikan Wilayah Persekutuan Kuala Lumpur (JPWPKL) as Pegawai Disiplin had claimed that they didn’t send any personal information of students to any third-parties and the personal information of students remain private.

If the individuals involved used leaked databases, this is a serious privacy violation. Getting confidential personal information is a severe crime under Personal Data Protection (PDPA) Act 2010 Section 130 that would result in a fine of RM RM500,000 and imprisonment for up to 3 years, or both. This also violates Communications and Multimedia Act 1998 Section 233 as it sends unsolicited messages to parents.

3. Public statements that were shared online.

Users had shared their thoughts regarding this scam on social media platforms such as Threads, Reddit and Facebook. As this organization is desperately trying to silence whistleblowers and social media users, telling them that their statements are false and legal action would be taken, screenshots that would be included here aswell as PDF’s would be redacted. Links and resources would be hidden. However, it might show up in search engines.

4. Reviews on Google Maps

To back my statement up, on Google Maps, you can check the reviews for the university they tell you to go which is Malaysian College of Security and Investigation (MYCSI). On Google Reviews, you can see the one-star reviews from parents and students regarding this place.

5. Suspicious documents that registrants are required to sign.

This actually took place in University Malaya (UM) . Organizations like this often rent rooms from University Malaya (UM), posing as an “educational” organizations. Parents would often believe it thinking that their child’s education would be fully covered by a free educational institution. However, upon registering, they’re told that they would have to pay a fee of over RM 2,900.00 to “secure” their scholarship position. They’re also told that the course would cost RM 30,000.00, but since it’s “covered” by a PTPTN loan, they only have to pay RM 9,000.00 which would be “covered” by this supposed “institution”. Dormitory fees also cost over RM 295.00, as the diploma is 3 years, it would cost over RM 10620.00. Adding all of this up, the fees add to a total of RM 43,520.00 or $10,735.08 USD.

This is no longer a “scholarship” that they’re supposedly promoting.

The documents that students were told to sign also mentioned that students that “defame” the name of the cooperative like posting it on social media would get their scholarship “terminated”.

6. No ".gov" domain name.

Their website itself which is *koperasipendidikanmalaysia.com has a personal or corporate domain name. Real government websites uses the .gov.my domain name such as malaysia.gov.my. Please note that anyone could register a cooperative under the Malaysia Co-operative Societies Commission (SKM) if it meets the necessary requirements.

7. Fees aren’t recognized by MQR

MQR doesn’t recognize the diploma fees that has to be paid by the students. MQR only validates the program certificate.

No Transparency 🔎

Actual scholarship programs like the one in Asia Pacific University (APU) would be transparent with students in providing great education. Instead of being transparent and putting their scholarship information on their website, they would advertise a “free scholarship” and then all of the sudden inform them that they would have to pay to “secure” their scholarship?

Real scholarship programs like the one’s in IPTA would never do such things.

Threats & Trying to take down posts on social media

Me as well as many others that wrote about this online faced harassment from staff. They threaten to take “legal” action against us for our posts which were apparently “fake”. They supposedly claim that they offer a “real scholarships” where students “don’t have to fees” and there are “straight A” students that graduated from this university. However, students are required by them to pay, saying that this is part of “IPTA requirements”.

The entire thing doesn’t add up. Real universities would send a Letter of Demand (LOC) to users that caused trouble, requesting to take down the posts by a certain amount of time. In this case, they told me to immediately delete the posts. The number also came from an unverified account.

They have also refused to show any documents related to proof-of-work, asking me to contact my parents for them to “organize” a meeting further. They also kept silent about why teachers weren’t informed about this earlier.

Despite this being accessible via the PDF metadata, the admins of this organization had complained that this violates “privacy”. I will hide as much personal information as possible.

Looking at the PDF metadata, you can see that it’s made by an author, using Canva. It is created on December 31, 2025, at 3:17 PM and has Canva tracking IDs of DAGsubzcF8E and BAB1goY-w6Q.

Final Note 💡

To anyone in the future getting this message or similar messages. Remember to ignore it or even better, report it at the nearest police station. I’ve tried my best to warn the public about this scam including reporting this matter. This content is published in good faith for public awareness and does not constitute legal findings. This blog post provides educational purposes to educate the public regarding this matter on why this institution or “cooperative” is suspicious and shouldn’t be trusted. All of my links and screenshots are indeed valid from personal experience of other students and public statements.

As for my message to this institution: Know what you’re doing is indeed wrong. We (Batch 08) students had just finished our SPM. Many of our parents are working hard to support us and find anyway to support us with love and kindness. Using intimidation tactics to threaten others into taking down posts using public statements so your scheme wouldn’t spread further and perhaps get acknowledgement from law enforcement is indeed wrong. Threatening me with my social media posts, telling me that I’ve “damaged” their reputation is indeed wrong. This would no longer go unnoticed.

As for journalists and perhaps law enforcement, I hope any of whom could investigate this matter further. Journalists are free to use the resources from my blog post.
